Nate, thanks for letting us know the news. I have a concern about low income households not being able to take part in putting in water harvesting systems. Our local Conservation District is in a collaboration with the NM Water Collaborative to install water harvesting systems for households in Placitas. Despite common perceptions that Placitas has nothing but rich people, we have a large population of low income households. We crafted a sliding scale so low income households only pay 1% of the costs. Funding, if obtained, will come from a federal agency. I hope any statutes enacted won't hinder projects like these. Conservation districts are ideal vectors to bring funds to private properties. They are exempt from the anti-donation clause so they are free to do things like this..
