HBO’s celebrated show The Wire used a journalist’s eye and a dramatist’s flair to depict Baltimore as a city with a corrupt infrastructure, a lack of resources, and a poor population whose needs are going unmet. 12 O’Clock Boys, a documentary by Lotfy Nathan — begun while he was a student at Maryland Institute College of Art — looks at some of those who have slipped through the cracks in Baltimore.
