Martinez plea for campaign cash pits governor against unions

Gov. Susana Martinez’s administration began negotiations with three state employees unions in 2011, her first year in office, but not a single contract has been resolved.

The lumbering pace and lack of progress are signs of Martinez’s strained relationship with unions, a circumstance that she suddenly made part of her re-election campaign last week.
