Gov. Bill Richardson declared New Mexico the "Clean Energy State" in 2004. As part of his declaration, he ordered:

• All new or renovated buildings must use the U.S. Green Building Council's LEED (Leadership in Energy and Environmental Design) rating system. www.usgbc.org

• By 2010, 15 percent of state agency vehicle fuels must be from ethanol or biodiesel.

• By 2010, 75 percent of state agency vehicles bought each year must use alternative fuels or be hybrids.

The governor appointed a Climate Change Advisory Group, which is working on the following:

• Proposals to reduce greenhouse-gas emissions to 2000 levels by 2010, 10 percent below 2000 levels by 2020 and 75 percent below 2000 levels by 2050.

• Creating an inventory of existing and planned activities that contribute to greenhouse gas emissions.

• Calculating costs and benefits of greenhouse gas reduction proposals.

• Making an inventory of historic and predicted greenhouse gas emissions in New Mexico.
