The following is an excerpt of a June 19 conversation between City Councilor Matthew Ortiz and city human resources investigator Ray Rael, which Rael said he recorded at the City Attorney's Office request and without Ortiz's knowledge. The entire recording lasts 24 minutes:
Ortiz: I never asked for you to report to me. I don't care what your investigation comes up with, captain. I want your investigation to come to a conclusion. Whatever results you come up with is your ...
Rael: You would prefer for it to come to a hasty conclusion before we are prepared to gather all the evidence, councilor?
Ortiz: It's my opinion that three weeks is enough time to gather all the information that you need ... and if you believe that's not, that could be the subject of a private or a public conversation. And if you believe that is interference, then we can talk about that.
Rael: Yes, councilor, I do.
Ortiz: Well, I think you are wrong. I think you are dead wrong. But you know what, you've got your job to do and I've got mine.
Rael: And I'm also entitled to my opinion, sir.
Ortiz: I know you are, I know you do. And I will tell you that it's your opinions, I think, that are getting in the way of concluding this particular investigation. It's your personal opinions that are getting in the middle of this.
