Jan. 20, 1912: Congressman H.B. Fergusson of New Mexico has shaved off his handsome mustache and would not be recognized at sight by his nearest friends.

Jan. 20, 1987: New Mexico can best protect its water supply by determining long-range regional needs and purchasing water rights to meet them, a research committee said. The Water Law Study Committee said in a draft copy of its report that the state should buy as many water rights as possible by applying for the rights just like anyone else. Anyone can apply to the state engineer's office for use of unappropriated ground water. The state engineer has to allocate water on a first-come, first-served basis to anyone who meets certain conditions. Like any other applicant, the state would have to show it needs the water and would put it to use within a certain time.
