Arthur "Arturo" Anaya appeared before a judge Monday via video from the Santa Fe County jail.

The man accused of shooting and killing two tenants on his Santa Fe property last week in a dispute over rent said nothing more than "Yes, ma'am" to Santa Fe County Magistrate Judge Sandra Miera as she formally read the man the charges against him — he's being held on two charges of first degree murder — and set his bond at $1 million cash.

Cameras are not allowed in Santa Fe County Magistrate courtrooms, but family was on hand and very emotional during the brief hearing.

"It doesn't bring me any kind of satisfaction," Ralph Romero, Theresa Vigil's brother, said after the arraignment. "The only kind of satisfaction I got was just to see him. But I need more than this. I need a lot more than this."

Anaya surrendered without incident Friday afternoon to police after a four-day manhunt. Anaya had barricaded himself inside a vacant mobile home about one mile from the home where police say he shot and killed Theresa Vigil, 51, and Austin Urban, 16, on Jan. 23 in a mobile home the pair, along with Vigil's daughter, rented from Anaya.

Defense attorney Tom Clark instructed his client to say nothing more on Monday and told media after the arraignment that mental competency issues will be raised concerning his client's ability to stand trial.

"Given what we know about Mr. Anaya's mental health history," Clark said, "I'm pretty certain mental health issues will play a significant role in this case."

Anaya was ruled in the early 1990s mentally incompetent to stand trial for several charges stemming from a crime spree. He spent the majority of the next decade in a state medical facility in Las Vegas, N.M., before being deemed competent enough for trial. In 2004, a jury convicted him of several felonies and he was sentenced to 18 years in prison. With credit for time served and good time consideration, he was released from the Department of Corrections custody in late 2009.

Anaya has been housed since Friday in the medical unit at the Santa Fe County jail. 

He was arrested Friday in a vacant mobile home on Old Agua Fria Road about a mile East of the property he owns where last week's shootings took place near the intersection of Rabbit Road and St. Francis Drive just south of Interstate 25.
